It is a matter of safety, as bikes and some horses are like oil&water, and you can't predict which horses startle easily or the sensitivity of the cyclist when sharing a trail with horses. A horse rider could be seriously injured, as could the horse. Also, the Parkway Plan doesn't allow bikes on dirt trails, except the trial route near Cal Expo.
True, but with horseback riders comprising 1/2 of 1%? 1/10 of 1%? of parkway users, it seems absurd to restrict use by the remaining 99% of patrons.
In my thirty years of riding the parkway I've never seen a horse on there. Not once.
It's time to reduce the scope of the 'horse only' trails and make the unpaved trails mixed use, to better reflect the changing desires of the parkway users.
Mark, I agree 100% with you. I ride the trails 3 days a week and have only seen 1 horse!! I see 6 dozen bikes everyday. Besides, if you own a horse isnt it the horse owners responsibility to own land to use??? Not to mention that every neighbor I have owns several bikes, but none own a horse!!
